In April 2018, RHA will join the ranks of other Public Housing Authorities nationwide and become smoke-free, in accordance with a mandate from the U.S. Department of Housing & Urban Development (HUD). The smoke-free policy implements a campus-wide ban against inhaling, burning, and carrying any lighted or heated cigar, cigarette, pipe, or any other lighted or heated tobacco or plant product intended for inhalation, and also bans the use of an electronic smoking device (“e-cig”) which creates an aerosol or vapor. The policy applies to all residents, their guests, visitors, vendors and employees. Smoke-free requirements are incorporated in to the Residential Lease Agreement, and as such, violations by residents or their guests will be considered to be a breach of the terms of the lease, and could result in termination.
This effort has been undertaken nationwide to accomplish the goals of improving indoor air quality, benefitting the health of public housing residents and RHA staff, reducing the risk of fires, and lowering overall maintenance costs. While it’s important to note that this new policy does not require smokers to quit smoking (but instead requires them to do so outside of any RHA-owned public housing property), those that wish to do so may make use of the many smoking cessation tools available in partnership with the agency.
