Families may apply by submitting an application on RHA’s website at www.readingha.org.
RHA will announce the opening of waiting lists for Public Housing and the Housing Choice Voucher Program ten days prior to accepting applications. Announcements are made on the RHA website, RHA Facebook page, in the Reading Eagle, in a Spanish-language publication when available in service to the jurisdiction, and by sending a press release to local social service agencies ten days prior to accepting applications.
While all interested persons may apply, please note that because of the high demand for housing assistance in the jurisdiction, RHA may apply a lottery-based selection process for applications if the number of applications received exceeds more than 18 months of predicted unit availability. Therefore, all applicants may not be placed upon a waiting list.
No. RHA does not provide any emergency housing, and it’s important to note that applicants placed upon an RHA waitlist may sometimes wait more than 18 months to receive an available unit.
Yes. Once a household is placed upon a waitlist, preference is applied to applicants who are: a veteran/veteran family who meet the standards set in accordance with PA Law P.L. 2903, No. 188; and/or a family who lives in the City of Reading, as defined by residing within the perimeters of the Reading School District.

Once your name comes to the top of the waiting list, you will be contacted by phone or email to begin the eligibility process. You will be required to submit your family’s most current information to establish eligibility.
No. Although both programs are administered by RHA, they are two separate programs.
When accepting applications, RHA accepts enough applications to anticipate the wait time to be within 18 months. The wait is always an estimate, because availability is always based upon when current households leave the program, which is unpredictable.
Yes. Any family that wishes to be a part of Public Housing or HCVP may apply for admission. All applicants that make the waiting list are subject to RHA’s screening process to determine final eligibility.
