Labor charges are applied when there is evidence of damage or negligence that has been caused, either intentionally or unintentionally, by the resident. Labor charges are based upon an hourly rate that is established to cover agency personnel costs. Material charges are applied when an item needs to be replaced that is either lost or damaged through an intentional or unintentional act of the resident.
