Oakbrook Center for Community Services
The Oakbrook Center for Community Services is a comprehensive initiative of Reading Housing Authority (RHA), designed to bring housing services, community resources, and supportive programs together in one accessible neighborhood hub. The Center advances RHA’s long-term strategic goal of empowering families to achieve self-sufficiency while preserving affordable housing opportunities for those most in need.
Through these combined facilities, the Oakbrook Center for Community Services integrates housing management, education, recreation, and family support within a single neighborhood setting. This investment demonstrates RHA’s ongoing commitment to strengthening communities and enhancing the quality of life for the residents it serves.
The Neighborhood Resource Center, located at 1001 Scott Street, occupies a 7,500-square-foot space formerly used as a Property Management Office. The facility includes two flexible common areas that accommodate community programs and workshops, as well as a commercial kitchen that supports nutrition education, culinary training, and meal preparation. To address food insecurity, the Center houses a food pantry and a small grocery. A business center provides access to technology and job readiness support, while shared office space is available for visiting human service providers.
The Steven E. Belinski Family Services Complex, located at 502 McClellan Street, is a 12,000-square-foot facility that was formerly the Central Boiler Plant. The site includes the South Campus Property Management Office, with new, modern offices for property management staff. By co-locating management offices with supportive resident services, the Complex will strengthen RHA’s commitment to reducing long-term dependency on public assistance while ensuring that affordable housing remains available to those who need it most.
The Oakbrook Recreation Park spans three acres and offers a wide range of upgraded recreational amenities. Features include a renovated baseball field with dugouts, scoreboard, announcer’s booth, and fencing, along with a basketball court that provides seating for spectators. A modern, accessible playground serves children of multiple age groups, and a pavilion with picnic tables, grills, and shade trees provides space for family and community gatherings. The park also features a splash pad, walking path, and on-site restrooms.
