A Continued Commitment to Resident Safety
Reading Housing Authority (RHA) is proud to announce that it has been awarded the 2025 HARIE Safety Improvements Grant from the Housing and Redevelopment Insurance Exchange (HARIE), marking the second consecutive year that RHA has received this recognition. This year’s award of $13,500 will be presented at this month’s 2025 PAHRA Annual Conference & Awards in Lancaster and will fund upgrades to four additional elevator cameras at Franklin Tower, Hubert Apartments, and Kennedy Towers, completing the modernization of all Center City high-rise elevator cameras and directly benefiting nearly 300 residents, many of whom are older adults and persons with disabilities.
In 2024, RHA used HARIE grant funding to upgrade elevator cameras at Rhodes and Eisenhower Apartments, improving image clarity and security response time, giving residents and staff greater confidence in building safety. The 2025 grant builds upon last year’s achievements, representing the completion of a multi-phase safety initiative across RHA’s Center City high-rises.
The project, starting this winter, will be coordinated to minimize disruption to residents, ensuring a fully modernized elevator security system– an important step forward in maintaining a safe living environment and upholding RHA’s values of Respect, Honesty, and Accountability.
“This award will allow RHA to upgrade four additional elevator cameras in our Center City properties, completing all high-rise elevators with upgraded cameras,” said Jon Runkle, RHA’s Director of Administration. “It was a true team effort — and I want to thank everyone who contributed to the research and documentation that made this possible.”

The upgraded cameras offer high-definition clarity, color accuracy, and improved light adjustment, enabling property management and law enforcement to respond more effectively to incidents.

These enhancements contribute to RHA’s long-term goal of providing safe, secure, and welcoming communities for all residents.
